Biography

Steve is a Qualified Environmental Professional (QEP) with the Institute of Professional Environmental Practice. He has over twenty two years of environmental health and safety (EHS) experience. Steve's broad EHS expertise includes conducting multi-media EH&S audits, acting as a liaison between government, regulatory agency, vendor, and stakeholder groups on environmental issues, and managing air emission, wastewater, hazardous waste, hazard communication, and emergency response programs. Steve's experience spans the entire project life cycle from feasibility study and design, through construction, operation, and decommissioning, and includes both program implementation and field oversight. Steve has performed more than 300 multi-media EHS compliance audits throughout the U.S., as well as in Canada, Australia, Asia, Europe, Mexico, and South America. His audit expertise includes air emissions, wastewater and storm water discharges, spill prevention activities, radioactive waste, solid, hazardous, and universal waste, health and safety programs and their implementation, and hazardous materials transportation requirements. Steve’s audit experience also includes due diligence reviews in support of acquisitions and facility closure and Steve has significant experience with the OSHA Process Safety Management program and U.S. EPA’s Risk Management Program. He has performed three triennial PSM audits at coal-fired power plants and audited the PSM / RMP programs as part of his EHS compliance audits for two aluminum foundries, two sulfuric acid plants, and, several power plants. Steve also has managed an update / revision to the RMP/PSM programs at a power plant to resolve findings from a triennial compliance audit and an agency inspection and notice of violation, and managed a five-year update to an RMP certification / PHA and offsite consequence analysis at a power plant. He has also participated in many multi-disciplinary health, safety, and environmental assessments during new facility construction and startup, performed many due diligence evaluations as part of acquisition, divestiture and merger activities, and conducted vendor qualification audits of waste treatment, storage, disposal, and recycling facilities. Steve has directed preparation, submittal, and regulatory approval of CERCLA remedy selection and implementation documents, and has managed air, wastewater, and hazardous waste permit programs, including preparation/submittal of permit applications, reports and regulatory deliverables. He has negotiated permit conditions, dispute resolution agreements, and compliance agreements. Steve also has significant experience overseeing construction activities and day-to-day production operations. In addition to EHS program implementation and oversight, Steve is a regulatory trainer. He has prepared and presented EHS training programs and participated in EHS stakeholder involvement activities. Steve also understands strategic planning and operations planning in a manufacturing environment and has petrochemical process engineering experience. Steve earned a Bachelor of Science in Chemical Engineering from the University of Notre Dame in 1981, and a Master's Degree in Business Administration from Xavier University in 2005.
