Oregon Health Plan (“OHP”) Data Breach Investigation

Oregon Health Plan (“OHP”) members have been impacted by a major data breach. A vendor of OHP, PH Tech, utilizes a file transfer software produced by Progress MOVEit and a vulnerability was discovered in the software on May 29, 2023. The vulnerability resulted in the exposure and theft of personally identifiable information from millions of individuals, including 1.7 million Oregon Health Plan members. Compromised information included members’ names, Social Security numbers, dates of birth, addresses, authorization information, diagnosis and procedure codes, member ID numbers, and claim information compromised. PH Tech discovered the breach on June 16, 2023, and reported it to the Oregon Attorney General on July 29, 2023. PH Tech is expected to issue breach notification letters to affected individuals in the near future.
